PRIOR ASSIGNMENTS
Farrell served
for more than four terms on the Los Angeles City Council (1974-1991), where his emphasis was intergovernmental relations,
regional governance, transportation, redevelopment, community development and planning.
He recently served as consultant to Assemblyman Mervyn Dymally (D-52) and advisor to Bishop L. Daniel Williams, President
of the Baptist Ministers Conference of Los Angeles and vicinity, and the San Pedro Section of the National Conference of Negro
Women.
His intergovernmental
relations, community and civic activities include present and past membership in a variety of organizations. Among those where he serviced as officer and board member, are: the Southern California Association of
Governments and its regional advisory committee; the Independent Cities Association; the National League of Cities and its
National Black Caucus of Local Elected Officials; the League of California Cities; and the Coastal San Pedro Neighborhood
Council. His activities also include the Weingart Urban Center YMCA, TransAfrica, the Harbor Free Clinic, and the Improvement
Association of the Harbor, the Pacifica Foundation, the Estelle Van Meter Senior Center, and the Los Angeles Food Security
and Hunger Project.
Farrell is a founder
of the National Democratic Municipal Officials Conference of the Democratic National Committee, and he represented it on the
DNC executive preparation. He is a member of the 54th Assembly District Committee, the San Pedro and MLK Jr. Democratic Clubs.
Farrell served
as political editor of the Los Angeles Sentinel newspaper, the major African American newspaper in the region. He was an accredited member of the Public Relations Society of America and a member of its counselor’s
academy, a member of the Sigma Delta/Society of Professional Journalist and the Black Association of Southern California.
He was a Freedom
Rider, from the Los Angeles Chapter of the Congress of Racial Equality (CORE). He is a member of Kappa Alpha Psi Fraternity,
a veteran of the U.S. Navy and a member of the National Association
of Fleet Tug Sailors.
